Mike Sr.


St. Paul Utilities (SPU) was founded in 1976 by Paul Behr. The company was initially established with only a tractor backhoe. Its service was providing sewer and water to residential homes in and around the Minneapolis/St. Paul metro area.

In 1990, Mike Leahy Sr. was hired as an operator. Together, Paul and Mike Sr. expanded SPU's services to small commercial projects, which became the main focus of the company.

By 1994, Mike Leahy Sr. moved from the field into the office as the estimator and project manager. Here, he developed many great relationships and an outstanding reputation of quality work for St. Paul Utilities. During his 18 year tenure at SPU, the company grew steadily and several new employees were hired. Mike Sr. retired in 2008 with over 40 years in the industry.

In 2013, founder Paul Behr, decided to retire also and sold the company to longtime employee and Vice President,
Mike Leahy Jr .  Mike became the official owner in 2014.  Mike began as a laborer for St. Paul Utilities in the 90's working alongside his father and many current employees as a young man.  He left the industry after college for a short period to obtain his life dream of being a police officer, where he spent 5 years on patrol in Illinois.  After meeting and marrying his wife, Jill, and having a son, Mike decided to move back to his home state, raise his children near family, and go back to work with his father at SPU. Over the last 20 years at SPU, Mike has earned great knowledge and experience within the company and the industry. He continues as operations manager and controller of SPU as well as treasurer of the Minnesota Utility Contractors Association (MUCA). Mike values the many relationships he has developed over the years with colleagues, customers, salesmen, and employees and he is dedicated to continuing the quality services and integrity of St. Paul Utilities.

Jay Walters was hired in 2004 as an estimator and project manager for SPU. He has been in the industry since 1995. He not only brings extensive knowledge of storm water treatment and detention but also great working relationships with owners, engineers, and project managers.  Jay is a new husband to Allison and father to a baby girl.  

Steve Lee was hired in 2010 shortly after the retirement of Mike Leahy Sr. as the Field Operations Manager. Steve brings years of experience to SPU as he owned his own sewer and water company prior to coming on board.  Steve is married to Karen.  He enjoys his cabin and his grandchildren on the weekends.

Blake Beilby began work at SPU in the spring of 2016. Blake is also an estimator and project manager for the company.  Blake brings years of experience in the industry and knowledge as well.  Blake spends his free time with his young son, riding his motorcycle, and participating in Brazillian Jiu Jitsu.

​Foreman, Jeff Betow , has worked for the company for 20 years.  Jeff will retire in 2016.  Jeff’s sons, Nate and Dusty , both lead crews as foremen also.  In 2015, longtime foreman, Greg Wipper retired with over 20 years of service and his son, Garret, currently works as a pipe layer.  Nine other employees have been with the company for over 10 years.
